Public denunciation and financial questions: the Mladen Popović case

Selected transcript passages — editorial translation

These are selected passages, not the full transcript. Language corrections have not been checked against the audio. Private details and unnecessary allegations about third parties are omitted and marked. The source text once says “Ivan” instead of “Mladen”; that identity has not been silently corrected. No timestamps have been invented.

  1. The person concerned is Mladen Popović. [Birth date and family details omitted.]
  2. [The speaker makes unverified allegations about references to family members and uses dehumanising insults. Private details omitted.]
  3. “However, [unclear word], a system, law, an institution must exist in the brotherhood.”
  4. “On the other hand, even I, as — let us use a secular term — the system’s top manager or president, supreme commander of a large brotherhood, do not have the authority to decide however I please.” [The title requires audio verification.]
  5. “There are governing bodies, supervisory bodies, parallel institutions, a serious system. […] Let us have coffee, socialise a little, and you sort that out for me. No, that simply cannot happen.”
  6. “This time we will not mention this person’s protector, or guarantor 1 […] there is time, and if he deserves it, he too will, of course, face the court of honour and the court of shame.”
  7. “Our security committees prepare this quite seriously; after all, the most serious intelligence officers are there, the most serious civil servants, police officers, soldiers, who simply know all that.” [The speaker’s claim, not confirmation of official involvement or data access.]
  8. [Several unverified claims about Popović’s businesses follow. The speaker also says he helped him obtain work. He ends by repeating the name and derogatory expressions, then adds:] “I am joking a little.”

What requires an answer in this appearance

Procedure does not explain public humiliation

According to the supplied transcript, Tojagić invokes the rules of the brotherhood while using dehumanising labels for the person he names. This shifts discussion from a specific objection to the person’s worth. Claims about someone else’s business do not answer whether criticism of the system is valid. The closing “I am joking a little” does not retract the preceding claims.

Who oversees the process and data collection?

References to a “court of shame” and a possible proceeding against the guarantor extend the message to others. Invoking intelligence officers, police and soldiers may suggest institutional power, but the transcript does not establish their involvement, authority or use of official databases. Verification requires rules, decisions, the provenance of information, and opportunities to respond and appeal.

An important qualification: he denies having unlimited powers

The speaker expressly says that he cannot decide as he pleases and refers to governing and supervisory bodies. This limits any conclusion that the recording alone proves his exclusive control. The verifiable question is who initiated, approved and supervised this specific proceeding and public statement.

Donation, membership fee and initiation require different evidence

The supplied agreement dated 31 January 2022 names Centar za razvoj bezbednosti, biznisa, borilačkih veština i kapaciteta uma–VBS as recipient and Dragan Tojagić as representative. Article 2 provides for a RSD 500,000 donation within 15 days for the association’s development and improvement; Article 3 restricts its use. This is not a bank receipt. Neither initiation nor membership fees appear in it. A claim that initiation payments were recorded as membership fees requires payment orders, fee decisions and accounting records.

Connections between entities require a consistent standard

The spreadsheet lists four representation links and eight historical links to CENTAR–VBS. It includes blocked-account and deleted-entity labels, without a snapshot date. These do not prove misappropriation, illegality or family relationships. If another company’s status is used to discredit a critic, the same demand for context, dates and documents must apply to one’s own business connections.

What remains testimony

The contributor says Popović publicly criticised the system in 2022 and that individuals paid initiation charges through VBS as membership fees. This publication does not include Popović’s original 2022 appearances or the corresponding payment records. We therefore establish neither that charging practice nor the claim that his intervention caused the “collapse of the system”. The material supports questions, not replacing evidence with insults.

Questions for a public response

  1. Which instrument governs the “court of shame”, and who authorises publication of personal information?
  2. What precisely were Mladen Popović’s objections, and where is a documented response to each?
  3. Which documents distinguish donations, membership fees and initiation charges?
  4. Are there reports on the use of donations and decisions approving those reports?
  5. Where are the dated APR/NBS extracts supporting the listed connections and statuses?

The editors will consider a documented response, correction or additional source from any party mentioned.
